First round table within Public consultations on the draft of the new Law on Public Procurement

The first round table within the Public consultations on the draft of the new Law on Public Procurement titled ‘Presentation and discussion regarding the draft Law on Public Procurement’ was held on October 8, 2018 in Novi Sad in the premises of Regional Chamber of Commerce of South Bačka District.

Round table consultation was opened by Ms Olivera Simović, Director of Regional Chamber of Commerce Novi Sad and Ms Milica Đurđević, Acting Assistant Minister, Ministry of Finance, by inviting the representatives of the economic operators and contracting authorities of South Bačka District to take an active role in the discussion regarding the new law and contribute to its improvement. The event was moderated by the representative of the Serbian Chamber of Commerce, Ms Marija Marković. The new solutions proposed in the Draft Law on Public Procurement were presented by Ms Sandra Damčević, Acting Director of the Public Procurement Office and leader of the project ‘EU Support to Further Improvement of the Public Procurement System in the Republic of Serbia’ Ms Teja Kolar.

Ms Damčević highlighted the most important changes brought by the draft proposal on the Law on Public Procurement regarding the terminology, the thresholds up to which the law will not be applied, new types of public procurement procedures, new techniques and instruments of public procurement, the manner of determining deadlines, public procurement notices, contract modifications, and legal protection.

Ms Teja Kolar briefly presented the project and talked about new instruments that are envisaged by the new law, such as the criteria for qualitative selection of an economic operator in public procurement procedures, new public procurement notices, the short-listing of candidates in two-step procedures, the life cycle costing as a new criterion for the award of contracts and electronic communications in the public procurement procedures, including the changes which will be made by the new Public Procurement Portal.

The speakers were open to all questions and suggestions of the participants regarding the text of the draft of the new law, as well as the discussion on the current practice and problems in public procurement. They were also invited to send their questions, comments and suggestions for improving the text of the draft of the new law on public procurement by email to javnarasprava@ujn.gov.rs.

This event is the first in a series organized by the Public Procurement Office and the Ministry of Finance in cooperation with the Serbian Chamber of Commerce within the Public Discussion Program on the Draft Law on Public Procurement that will last until October 22, 2018.
