Webinar on dynamic purchasing systems and electronic catalogues

6 and 7 October 2020 – The Public Procurement Office with the support of the Project organised a webinar for contracting authorities and economic operators on Dynamic purchasing systems and Electronic catalogues in accordance with the new Public Procurement Law.

Dynamic purchasing system is an open system in which any interested economic operator my submit an application throughout the entire period of its validity. Some of the advantages of the dynamic purchasing system (DPS) are:

  • new economic operators my join already established DPS at any time which increases competition
  • access to DPS is fast and simple
  • number of candidates in the system may not be restricted
  • economic operators who are not admitted to the DPS may apply for acceptance onto the DPS at a later stage
  • duration of the DPS is not limited to 4 years (as in the case of framework agreements)
  • DPS may be extended or terminated at and time
  • individual procurement within the DPS may be created and adjusted in accordance to current needs of contracting authority
  • the process of individual procurement and award of contracts is faster than regular procedure – tender submission deadline is only 10 days
  • appropriate for centralised procurement: CPB establishes and operates the DPS, while contracting authorities carry out individual procurement within the system.

Electronic catalogue is a format for the presentation and organisation of information in tenders in a manner that is common to all tenderers and which lends itself to electronic treatment.

During two-day workshop we have presented on a practical example of procurement of medicines with 1400 items how to establish and operate on the Public Procurement Portal dynamic purchasing system with tenders in the format of e-catalogues.
