18 Jun Indicators for a broader and clearer picture about public procurement
Belgrade, Jun 18, 2019 – The new public procurement reporting system will be significantly improved thanks to the new Public Procurement Portal, and the indicators of transparency, cost-effectiveness, efficiency and competition will offer a broader and clearer picture about public procurement, says the report on the public procurement reporting system, prepared by the Project.
The new Public Procurement Portal will allow for a more efficient collection and analysis of information about public procurement, and the key performance indicators that have been proposed will allow for measuring all aspects of the public procurement system.
“The analysis of the state of play and recommendations for improvement of the reporting system in public procurement” lists of proposals and recommendations concerning improvement of the system of reporting, and in particular concerning development or improvement of key performance indicators.
Systemic monitoring of intensity of competition was specifically envisaged, measured by the average number of tenders per procedure. Also, the plan is to regularly monitor the share of public procurements that have been awarded to SMEs, which are expected to contribute the most to the strengthening of competition, seeing as they are dominantly represented in the number of companies in Serbia.
The Project has analysed the type of information that is currently being collected, processed and published by the Public Procurement Office, what are the advantages and disadvantages of the information that was given for the purpose of monitoring the development of the public procurement system in Serbia.
