Methodology for determination of estimated value of public procurement

The report “Methodology for determination of estimated value of public procurement” was developed within the Activity 2.6 “Preparation of methodology for determination of estimated value of public procurement and guidelines for calculation of life cycle costs” of the Project. The planning process is crucial for the success of the procurement procedure. The better a procurement is planned, the easier, more efficient and more effective the entire process is running. Determination of the estimated value of the contract to be awarded represents an essential element in planning phase of the public procurement process.

The report prepared by the Project contains instructions on how to take into account results of the market research as well as previous experience of contracting authorities in purchasing the same or similar goods or services. It provides for explanation of the EU public procurement rules on the estimation of public procurement value (the EU public procurement directives) as well as summary of the relevant case law of the Court of Justice of the European Union. In order to make this instrument as practical as possible examples illustrating good practice in that regard were also included.
