Public Procurement Office’s Employee Training Plan

Belgrade, 21 February 2018 – Using an analysis of Public Procurement Office employees’ needs, the Project experts prepared a detailed training plan with evaluation.

The plan serves as the starting point for training planning and covers different topics proposed by the institution’s employees that concern public procurement contracts and concessions such as: exemptions from the Public Procurement Law, including in-house procurement, public procurement procedures, with special focus on competitive procedure with negotiation, grounds for mandatory and discretionary exclusions of business entities, the possibility of relying on third-party capacities, electronic procurement, framework agreements, changes to public procurement contracts, case law of the EU Court of Justice, and the Republic Commission for the Protection of Rights in Public. The first workshop is planned for March 2018 and centres on the Classical Directive and the Utilities Directive in the context of the new draft Public Procurement Law.
