Technical meeting of the Working group for the preparation of the draft Public Procurement Law

Vrdnik, 5 – 9 November 2018 – The Project provided support to the Working group established by the Ministry of Finance of the Republic of Serbia for the preparation of the draft Public Procurement Law. The members of the Working group participated in the technical meeting organized with the purpose of finalizing the text od the draft Public Procurement Law.

As previously announced, on 3 October 2018 the Ministry of Finance has launched public consultations concerning the draft of the new Law on Public Procurement. During the public consultations which lasted for 20 days, a great number of useful comments, proposals for amendments and questions regarding the text of the draft PPL were received.

The task of this meeting of the Working group is to carefully consider all the comments, proposals and questions received from the interested stakeholders during the public consultation, to prepare clarifications and the Report on the Public consultations and to finalize the text of the draft Public Procurement Law.

The Project was involved from the very beginning on drafting by supporting the Public Procurement Office and the Working group in elaboration of the draft by providing advice, opinions and comments in particular concerning compliance of proposed provisions with the EU provisions as well as best practices of EU Member States.

On this occasion, the Project provided support to the drafting of certain provisions of the draft Law by providing interpretations with comparative analysis with the EU Public Procurement Directives as well as to provide guidance and feedback regarding comments received during the public consultations.

The meeting contributed to the drafting of the Law which would be, to the greatest extent possible, harmonized with EU regulations in the field of public procurement, all in accordance with the Strategy and Action Plan.
