Position/ Task: One (1) Junior Non-Key Expert for Communication, Dissemination and Visibility
Content of assignment: Support to SNKE for Communication, Dissemination and Visibility to ensure the implementation of communication, dissemination and visibility activities related to the Project: Support for Further Improvement of Public Procurement System in Serbia
Duration of assignment: 80 working days, spent in the period from November 2018 until (tentatively) July 2019

Background

The project “Support for Further Improvement of Public Procurement System in Serbia” is funded by the European Union and implemented by a consortium led by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The duration of the project is 24 months from July 2017 until July 2019.

The main purpose of the project is to support the strengthening and developing of a stable, transparent and competitive public procurement system in the Republic of Serbia in accordance with EU standards, including improved implementation of the public procurement strategic and policy framework for an effective and accountable public procurement system.

This project starts at an extremely important moment for public procurement development in Serbia. Namely, not only has Chapter 5 – “Public Procurement” been opened in December 2016, the new law on public procurement should be in place by the end of 2017.

The results required by the ToR of the Project include:

Result 1: Strengthened and further developed the strategic, legal and institutional framework for public procurement aligned with the EU legislation

Result 2: Improved implementation of regulations in area of public procurement in practice

Result 3: E-procurement platform developed and established

Result 4: Strengthened capacities and professional skills of PPO and other relevant target groups

Objectives of the Assignment

The specific objective of this assignment is to elaborate and implement an overall communication and visibility plan to ensure communication and information on and visibility of the Project activities and promote the relevance and substance of Project activities and its outputs in accordance with Project activities 0.6, 5.1, 5.2 and 5.3.

Scope of work

The Junior NKE for Communication, Dissemination and Visibility engaged by the Project is responsible for the support to a SNKE in charge of communication, dissemination and visibility related activities in the context of the Project.

In the Project duration the communication and visibility activities have been implemented in line with the Communication and Visibility plan, provided in Inception Report and updated in the Interim Report No 1.

Design of the promotional material was finalized, and the materials were printed. All designed promotional materials are branded using Project key visual identity elements and are being regularly distributed within Project events.

The Project key communication channels have been set up: the Project web site and LinkedIn profile.

Considering that the dynamics of the Project activities will speed up in the following period, namely as regards the promotion of the new Public Procurement Law as the cornerstone of the planned improvement of the public procurement system in Serbia and a key prerequisite for overall implementation of the Project, it is appraised that the support to the Senior NKE for Communication, Dissemination and Visibility is necessary by engaging a Junior NKE for Communication, Dissemination and Visibility.

The Junior NKE is expected to provide the following services:

  1. Implement communication and visibility activities in relation to the Project as instructed by SNKE for Communication, Dissemination and Visibility;
  2. Support the SNKE in preparation of the Project related visibility materials and contribute to the Project Reports by providing relevant input concerning communication and visibility activities;
  3. Support to the SNKE in preparation and execution of all necessary activities needed for smooth implementation of (non-exhaustive list):
  • Updating of the Project’ web pages and LinkedIn profile
  • The organisational support, coordination and management of Project’s visibility events, such as (indicatively): opening/closing events, conferences, information sessions, trainings, retreats, workshops, expert interviews, publication of articles, etc.
  • Support to media contacts if and when needed by the SNKE
  • Coordination with third-parties if and when needed by the SNKE

In case of an ad-hoc situation, co-operate with the SNKE, TL and the Project staff and execute, to the possible and agreed extent, necessary visibility activities for addressing the urgent needs of the beneficiary.

Outputs requested

The outputs delivered by the JNKE shall be, as follows:

  • Most relevant and up-to-date information regarding Project activities and its outputs on the Project web page and LinkedIn profile, as instructed by the SNKE,
  • Updates, if required, of an overall communication and visibility plan covering all Project activities which is annexed to the Inception Report, as instructed by the SNKE,
  • Support to SNKE in performing activities related to raising Project public awareness by elaborating background documents, information and/or outlines,
  • Support to SNKE in organising of visibility events,
  • Support to SNKE in media relations, preparing media invitations, doing follow-ups, collecting press-clipping and reporting related to media relations,

First drafts of text and/or analytical data and information in the context of visibility, information and communication and serving as input to various Project Reports elaborated.

Reporting

The NKE shall provide the Final Mission Report, no later than one week after completion of tasks under this assignment. The Report will include description of all activities and outputs provided by the NKE in the context of this assignment.

Draft version of the Final Mission Report prepared in the relevant quality shall be submitted to the Team Leader for review, comments and final approval at the end of the mission. The Final Mission Report shall be signed by the NKE and the Team Leader responsible for endorsing the Report.

The Final Mission Report and all prepared documents shall be submitted in hard copy and in electronic version to the Team Leader.

If required for planning and implementation of the project activities, the NKE can be requested by the Team Leader to submit additional brief interim mission reports.

Expert’s profile (minimum requirements and selection criteria)

 

Minimum requirements concerning education, skills and overall professional experience

  • University degree
  • Excellent analytical, interpersonal and communication skills
  • Proficiency in English language
  • Computer literacy (MS Office applications)
  • Minimum 5 years of overall professional experience

Selection criteria

Specific professional experience:

  • Minimum 3 years of experience in the required area of expertise (i.e. in the area of communication and visibility) (maximum 50 points)
  • Experience in implementation of communication and visibility activities for at least one donor-funded project (maximum 25 points)
  • Minimum 3 years of experience in development and implementation of communication strategies and PR plans (maximum 25 points)

Advantages (assets)

Additional points will be given for the following advantages (assets):

  • Working knowledge of the Serbian language (up to 10 points),
  • Experience in designing and management of PR campaigns, corporate relations and event management (up to 10 points)
  • Experience working for the public sector institution (up to 5 points)

 

Conduct of Expert and Disclaimers

The NKE shall work under the guidance and follow the instructions of the SNKE for Communication, Dissemination and Visibility and Team Leader. The NKE shall collaborate with the Project team, other experts involved and representatives of beneficiary institutions and national structures, as relevant.

The NKE’s activities and outputs mentioned above may be adjusted by the Team Leader at any stage in the implementation of the Project, depending on the evolving needs of the Project, main beneficiary and/or target beneficiaries. Each of the short-term mission, its timing and duration shall be agreed with the Team Leader prior to each mission.

The NKE shall work as an expert of the project and present themselves as such in his or her professional capacity when dealing with matters related to the project. This should also be reflected in any communication, publication, article, interviews or whenever his or her name is mentioned. In all written articles, papers, interviews, publications etc. the usual disclaimer shall appear as follows: “The views expressed are those of the individual expert(s) and do not necessarily present the views of the European Commission. “

The advice provided to the project partners will be non-prescriptive. Against this background, the expert will avoid to give the impression that the provided advice represents the perceptions of the European Union or of the European Commission. The expert shall strictly consider the following confidentiality rules:

– No information/advice requested by a partner organisation or individual is to be communicated to any other body or individual without prior consent of the CFCU and GIZ Headquarter and, no public statement or presentation is to be made without prior agreement with GIZ Headquarter and with the CFCU.
