Workshop: ‘Monitoring function of the Public Procurement Office’ and ‘Irregularities in public procurement procedures’

Belgrade, 21 December 2018 – the Project organised a workshop for the employees of the Public Procurement Office covering two topics: ‘Monitoring function of the PPO and recommendations for its improvement’ and ‘Irregularities in public procurement procedures and recommendations for their efficient detection and suppression’. The speaker was Mr Saša Varinac, Expert for public procurement. The purpose of the workshop was to present the results of the two analyses conducted by the expert concerning monitoring of public procurement and irregularities which occur in public procurement procedures.

The first part of the workshop dealt with the analysis of the current provisions of the Public Procurement Law related to the monitoring of public procurement. Expert presented responsibilities and tasks of various relevant institutions such as the Public Procurement Office, the Republic Commission for the Protection of Rights in Public Procurement Procedures, the State Audit Office, the Ministry of Finance (the Budget Inspection), the Anti – Corruption Agency and the Commission for Protection of Competition. The speaker focused, however, on the role of two institutions, the Public Procurement Office and the Republic Commission. He compared also the functions and tasks performed by the PPOs in Serbia and in other countries of the region. Expert proposed also some solutions which aim at improvement in future of the monitoring of public procurement. The second part of the workshop dealt with the issue of detection and suppression of irregularities in public procurement procedures. Expert presented examples of the most common infringements of the public procurement provisions from the planning of public procurement process, through description of the object of procurement, selection of the best tender until the execution and modification of public contracts. He concluded with a series of recommendations concerning detection and suppression of irregularities.

The workshop was held in the interactive and engaging atmosphere and included, in addition to presentations on above mentioned topics, also questions and answers, free exchange of views and open discussion of participants.
