03 May The Workshop for the Public Procurement Office – Electronic Procurement

Arandjelovac, 26 – 27 April 2018 – The Project organized, in cooperation with UNDP Project “Accelerating Accountability Mechanisms in Public Finances”, a two-day workshop for the employees of the Public Procurement Office, titled “EU requirements concerning electronic public procurement and their implementation in Slovenia.  Practical application of electronic public procurement in Slovenia”.

This event was the second from the series of workshops planned in accordance with the Training Plan developed by the Project.

The workshop was attended by 8 representatives of the PPO. The speakers at the workshop were two experts from Slovenia: Sašo Matas and Matjaž Uhan.

Mr Matas focused on problems or challenges created by provisions on EU directives on electronic procurement as well as explained what are the options offered by EU directives to the national legislators and contracting authorities. He presented the approach taken by Slovenia when transposing electronic procurement related EU provisions, as regards preparatory activities undertaken by national authorities (development of national strategies or action plans), strategic decisions concerning ways of implementing electronic measurers and tools, time frameworks and finally, main characteristics of successfully implemented national electronic public procurement systems.

Mr Uhan, provided a training on issues related to practical implementation of provisions on electronic procurement in Slovenia. This part of the training focused not on legal but on practical aspects of establishment, implementation and application of e-procurement. Mr Uhan demonstrated how the issues mentioned above work in practice in Slovenia, for example, how procurement documents are made available, how operates the electronic communication between contracting authorities and economic operators as well as submission of tenders or requests, and finally to share with the participants of the workshop information about practical details concerning use of above mentioned electronic tools (instruments).

The workshop was held in the interactive way and included, in addition to presentations on above mentioned topics, questions and answers, free exchange of views and open discussion of participants. The workshop enabled the staff of the PPO to get detailed information about electronic public procurement as required by the provisions of EU directives on public procurement as well as related practice in one of the EU Member States.
