Market research can contribute significantly to the effective management of a procurement process and to positive delivery outcomes. There are no uniform rules on how to organize market research and the contracting authorities/entities should adapt the methods of research to their specific objectives.

This report refers to the EU and national legislation regarding the public procurement, explains the methods of market analysis and consultations, deals with the question of the most relevant measures for ensuring a high degree of transparency and tackles a question whether the transparency is sufficient for ensuring a high level of competition.
