New Public Procurement Portal: Lower expenses and modern public procurement process  

Belgrade, March 22, 2019 – New Public Procurement Portal managed by Public Procurement Office, which will modernise the way public contracts are awarded, improve transparency of public procurement and increase competition for public contracts as well as reduce costs of participation in public procurement procedures will be launched in two phases. The first phase will be finalised in January 2020, while the entire system will be completely ready in July 2020. Development of this new Portal, which will enable electronic public procurement is made possible with the Project support.

In order to enhance capacities of the PPO to manage the new Portal, the Project organised workshops titled Electronic Public Procurement: New Public Procurement Portal and Its Functionalities on March 20 and 21. The workshops helped representatives of the PPO to learn about the new portal, its functionalities and the dynamic of its introduction. This was the first of four modules of practical workshops organised for the PPO, each covering different aspect of the Portal. The idea behind these

workshops is also to train the PPO employees since the PPO will be in charge of providing continuous support to end users of the new Public Procurement Portal (economic operators and contracting authorities).

Teja Kolar, IPA Project team leader, emphasised that the new portal will make public procurement procedures faster, more efficient and competitive, and make the entire process more transparent.

The portal is being created to match new EU public procurement rules, new Public Procurement Law and good practice from the region and the European Union, and it will match the highest standards in the sphere of it.

Registering on the new portal will be allowed to public and sector clients, as well as to bidders, among which are companies, entrepreneurs and natural persons.

IPA Project experts, Dean Firkelj and Alena Detan Karlović, helped participants in the workshops to learn about the new portal, general navigation and account and data management, as well as inputting and preparing procurement plans, through practical exercises.
