28 Nov Workshop: ‘Standard forms of Public Procurement Notices (according to the draft new PPL) and the New Public Procurement Portal (basic functionalities)
Belgrade, 28 November 2018 – The Project and Public Procurement Office organised a workshop: “Standard forms of Public Procurement Notices (according to the draft new PPL) and the New Public Procurement Portal (basic functionalities)” for the representatives of the contracting authorities from Serbia.
This event was another from the series of workshops planned in accordance with the Training Plan developed by the Project. The speakers at the workshop were Mr Zvonimir Jukić (Croatia) – the expert on standard forms of public procurement notices, Mr Dean Firkelj (also from Croatia) – expert for e – procurement and Ms Tijana Nikolić (Serbia) – public procurement expert.
First, Mr Jukić and Ms Nikolić explained general requirements of the EU law concerning procurement notices, such as: mandatory provisions on publication of notices in the Official Journal of the European Union and at the national level and described the features and the legal nature of standard forms of procurement notices. They presented also drafts of new Serbian standard forms (developed by the Project) to be used for purpose of publication in accordance with provisions of the new Public Procurement Law. Then, Mr Firkelj presented a general concept and overview of the new Public Procurement Portal as well as explained process of preparation, sending and publication of new public procurement notices on the Portal. Finally, Mr Firkelj presented search functionalities of the new Portal as well as explained how relevant data may be extracted from e-Noticing Standard Forms.
The workshop was held in the interactive and engaging atmosphere and included, in addition to presentations on above mentioned topics, also questions and answers, free exchange of views and open discussion of participants. The workshop enabled the participants to get detailed information about the relevant issues concerning publication of procurement notices and use of the new Public Procurement Portal.
