05 Apr New guidelines and models prepared for the easier implementation of the new Public Procurement Law
Belgrade, April 4, 2019 – With the Project’s support, a workshop titled “Instructions for Framework Agreements and models of Tender Documents” was held, where new guidelines for concluding framework agreements with the Public Procurement Office representatives were discussed and finalised. In addition, the models of tender documents were discussed.
Experts involved in the Project developed and updated the guidelines for framework agreements according to the draft of the new Public Procurement Law, while the current guidelines are based on the current Public Procurement Law, and were created with support from SIGMA in March 2017.
In addition to that, the other topic of the workshop were models of tender documents, also harmonised with the draft of the new Law. Based on the draft of the new Public Procurement Law, a working draft rulebook on the contents of tender documentation in public procurement processes was already prepared. And based on that, new tender documentation models were created and presented.
“Adaptation of guidelines is one of the Project’s contributions toward easier implementation of the new Public Procurement Law, once its implementation goes into force. We hope that the new guidelines for framework agreements will be widely accepted and implemented in practice, like is the case with current guidelines. Also, we are pleased that the participants of the workshop were actively engaged in providing concrete suggestions for improving the new models of tender documents, all with the aim of making the practical implementation of the new legal framework easier for contracting authorities and bidders,” Team Leader of the IPA Project Teja Kolar stated.
Public procurement experts Ivan Palčić and Tijana Nikolić shared their experience, gained through years of conducting and advising in public procurements, with the participants.
