Workshops on Market Research, Estimated Value and LLC in Public Procurement

Belgrade, 25-26 September 2018 – the Project organized two workshops on public procurement dealing with the following three topics: “Market research as an instrument for encouraging competition” (September, 25), “Methodology for determination of estimated value of public procurement” and “Guidelines for calculation of total life cycle costs(September, 26).

Each of the workshops was attended by more than 30 participants representing the Public Procurement Office and various contracting authorities in Belgrade and elsewhere in Serbia, both from the public sector as well as utilities sectors. The speaker was Mr Gheorghe Cazan from Romania. The workshops were the last element of the implementation of two Project’s activities: “Analysis and recommendations for further improvement of competition and preparation of methodology for market research” (Activity 2.1) and “Preparation of methodology for determination of estimated value of public procurement and guidelines for calculation of life cycle costs” (Activity 2.6). Mr Cazan, responsible for implementation of those activities had written for the Project three guidelines and methodologies: “A methodology for a proper market research”, “A methodology for determination of estimated value of public procurement” and “Guidelines for calculation of total lifecycle costs”.

      

A methodology of market research presents the necessary steps to be taken in the context of each market analysis: defining the objective, determining the type of research that will be optimal to obtain the necessary data, designing research tools, collecting data, analysing data, visualizing data and communicating results etc. in order to raise the effectiveness of public procurement processes within the contracting authorities. Methodology of estimation of procurement value provides for instructions on how to take into account previous experience of the contracting authority in purchasing the same or similar goods or services, explains the EU public procurement rules on the estimation of public procurement value as well as present summary of the relevant case law of the Court of Justice of the European Union.

  

Guidelines for calculation of total life cycle costs on one hand, help the contracting authorities to obtain cost effectiveness of concluded procurement and on the other, contribute to further promotion of green procurement approach. As in the case of two other documents, the guidelines include also explanation of the EU public procurement rules (EU directives on public procurement as well as other provisions concerning green procurement (‘clean vehicles directive’). In order to make the guidelines and the methodology as practical as possible some practical examples and tools were also provided. During the workshops Mr Cazan presented all three documents in the form of PowerPoint presentations assisted by examples of relevant provisions and explanations of tools and instruments included in the respective guidelines and methodologies.
